the signal strength has to be in the range of the sound card. it's made to sample audio from microphones .
it's nowhere near enough for PAL and such, but it works for slow-scan tv .
note that the low sample rate of the sound card (comparatively) will limit the usefulness. For example, an ATMEL microprocessor can operate at 8 mHz, where you can only sample ~ 0.044 mHz
sound card don't have trigger circuitry and 44kHz sampling rate
good scope have like 1GHz sampling rate.
except, perhaps, your sound card. but that requires hardware to amplify the signal appropriately, and you will have big noise issues.
(sound card could capture at least 44.1 kHz signal at 16-bit amplitude resolution... but they are usually very noisy inputs)
your sound card probably takes 44100 samples per second, so that means you'd get 44 samples per wave for some 1 kHz waveform. 44 might be enough to actually get a useful picture :)
Theoretically, if you'd have a 22.05 kHz sine wave, you'd get two samples per wavelength. This might still be sufficient, if you know your waveform is strictly a sine.
Practically, though, your sound card will certainly filter out a 22.05 kHz wave. That's why I say you probably see 10-15 kHz sine waves well, but somewhere between 15 kHz and 22 kHz it goes to shit
but then, getting 4 samples per wavelength is certainly not good if you want to find out the waveform ;)
that's 44kHz sampling rate in device that's not been designed to work with digital signals
so maximum frequency of your signal would be about 10kHz
+ huge processing power to deal with triggering etc. in software
and that's why nobody is doing osciloscope cards for PCs
because without dedicated circuit you can't even do anything quarter decent
